It is possible to begin divorce proceedings in Florida if I am still living overseas?

if it’s a non- contested divorce you can file in either county

Yes you might have to go back to florida, Depends on why you are overseas they might grant the divorce but most likely they will not due to the fact you didn’t get married in that country.
