my dad wants to sign guardianship papers to a friend for me, and he doesn’t't have custody can he still do that wile being in a diffrent state.

    No he cannot and thats the law.
    Get a public defender if you cannot get a lawyer goto your courthouse and they will help.

    Nope. Only the custodial parent can sign any kind of guardianship paperwork. It would not only be illegal for him to do this, it would not stand up in a court of law. I’m not sure why he wants to do this, but your legal custodian would have to do it. He does not have the decision making rights to sign papers like that.
